The Odisha Secretariat Service (OSS) officers received huge promotional benefits with 133 Assistant Section Officers (ASOs) getting promotion to higher ranks.
The ASOs, recruited in 1985, got promotions after the restructuring of the OSS Cadre.
Additional Chief Secretary Home and Development Commissioner Asit Kumar Tripathy was instrumental in restructuring the State Secretariat cadres.
Take for example, an Under Secretary after serving four years in the post, he /she was entitled to be considered for promotion to Deputy Secretary.
Such type of ‘Residency Period’ was relaxed in all the posts so as to favor speedy promotions, said a senior officer.
During Tripathy’s tenure as ACS Home, a total of 1,372 officers in various ranks have been promoted.
Besides, Data Entry Operator (DEO) cadre was restructured and posts like senior DEO and Assistant Data Processing Officers have been created to give promotions to DEOs. To make Stenos’ work easy, syllabus changes were effected and computer learning has been introduced. Out of 700 posts of Stenos, there are only 200 officers in position now. Now, it is expected that aspirants will be able to pass the examinations and vacancies will be filled up.
