Appointing a single private company for outsourcing of employees for different services in the Capital Hospital, Bhubaneswar and Acharya Harihar Cancer Centre, Cuttack, will lead to monopoly and corruption, besides putting the health service in disarray in the two leading health centres, alleged the Congress Socialist Forum (CSF).
Recently, the Odisha Government has cancelled all agreements with outsourcing employees provider companies and floated a single tender for services of housekeeping, cleaning, employees in various departments like machine operation, laundry, gardening and lawn, reception, helpdesks, driving battery operated vehicles, watchman and security guards for the Capital Hospital, Bhubaneswar, and Acharya Harihar Cancer Centre, Cuttack.
The Government argues if it becomes successful then the same will be followed for all medical colleges and hospitals. CSF leaders Debiprasad Prusti and Akash Mishra however have strongly criticised the Odisha Government’s decision.
Outsourcing of employees in Government organisations for various services is unethical and unwise and killing talents, they said. “It is a medium to exploit the youth and debar eligible candidates. Moreover if the Government allows just one single employees provider company, then it will lead to massive corruption,” they cautioned.
“There is not a single company which is eligible and capable of providing technicians to Government hospitals of highest order without subletting to other small companies. If the big company gets order and sublets services to small ones, then it will get 30 percent just for supervision charges. It shows the incompetence of the Health Minister,” they said.
They further said it is purely against the interest of thousands of patients and meant only to benefit one company with political and official patronage.
They demanded Chief Minister Naveen Patnaik’s intervention in the matter and take over all outsourced employees as Government contractual staffers entitling them to consolidated pay from Government directly.
