Zutshi informed that the Election Commission of India has taken initiative of dialogue with political parties to apprise them of new provisions included regarding election manifestos. He said that political parties should have knowledge about electoral process not only at the national level but also at state and lower levels. Political parties should disseminate electoral process related information to their workers. About 90 per cent workers of political parties do not know as to what they should not do. Every person associated with political parties must know all electoral process related issues including model code of conduct and monitoring of election expenses. First of all, model code of conduct is applied to administrative machinery.
