The main Opposition Congress on Friday staged a walkout in the Madhya Pradesh Assembly over their demand for discussion on a breach of privilege notice submitted by them over secret documents related to the Vidhan Sabha being published in a book titled, 'Vyapam ka Sach'
The matter was raised by Congress member Ramniwas Rawat during Zero Hour but Speaker Sitasharan Sharma explained to him that the notice would be examined before allowing a discussion.
Parliamentary Affairs Minister Narottam Mishra said the matter fell under the jurisdiction of the Speaker. Rawat pointed out that a similar issue was taken up for discussion for breach of privilege in 2002. However, Mishra said the matter related to a programme organised by the then Home minister over which the then government had spent money.
When several Congress members created a bedlam over the demand, the Speaker ruled that the notice was submitted under certain rules according to which it came under his jurisdiction. He assured that he would examine the matter and inform about his decision later.
leader of the Opposition Satyadev Katare urged the Speaker to take the matter for discussion like two earlier breach of privilege notices wherein discussion was started immediately. When Sharma reiterated his stance, Congress members, led by Katare, staged a walkout.
