Taking cognisance of the news reports that the sex ratio is declining fast in the State, the Madhya Pradesh Human Rights Commission (MPHRC) has recommended the State Government to catch cases of gender test and foeticide in a planned way and to constitute a special cell that should collect the cases of violation of Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act state-wide and ensure strict action against the guilty.

MPHRC recommended to the State Government on Wednesday to act in planned way to catch the cases of gender test and foeticide in the State especially in those 16 districts of the State where sex ratio is very less.

The Commission said that the cases registered under the PNDT Act should be trialed in fast track courts for speedy disposal. All the district collectors should be instructed to adopt strict measures for stopping gender test and to catch as many cases as they could. A State level cell should be formed that should collect the cases of violation of PNDT Act state-wide and ensure strict action against the guilty.

The Commission told the State Government that the members of the district committee’s should be made aware of the provisions of the Sex Selection Act.  Sonography machines’ permission should be given selectively to private hospitals in those districts where cases of foeticide are reported and where sex ratio is less. Arrangements should be made to monitor every sonography centre by adding them to the main server. Every sonography centre, genetic and ultrasonic clinics should be attached with the main server of the district through satellite observation system, ultra sound tracking technology and active trekker. The district and sub district committees should make unannounced inspections of the clinics.

The Commission also advised that workshops should be organised to educate the people with the PNDT Act.
