'Rules flouted in posting of RSS nominees in Govt'

The Opposition Congress alleged on Tuesday that there are no rules or regulations followed by the State Government when someone is to be appointed in the Government on the recommendations of the Rashtriya Swayamsevak Sangh (RSS).

leader of Opposition in State Assembly Ajay Singh while registering strong apprehensions over the appointment of a Dena Bank officer as OSD in  Chief Minister’s secretariat allegedly on the recommendations of the Sangh said, “If the person is from Sangh, then the State Government sets aside all rules and regulations.”

The loP questioned Chief Minister Shivraj Singh Chouhan that what expertise does Manish Kumar have that he has been taken on deputation from Dena Bank. Did not the State Government have a single officer who is competentIJ What were the compulsions that the Chief Minister who boasts of good governance set aside all rules and regulations and overlooking the objections of finance minister and finance department accepted Kumar on his terms, he asked.

Singh further said that it is for the first time in the history of state when a person on deputation would get his salary from his basic department. The Chief Minister not only created a post for Manish Kumar but also got the decision of providing him facilities from the bank including lTC, central wages etc passed from the cabinet. The State Government even though does not provide lTC to its employees but for Kumar it set aside all its rules and regulations, he added. He said the CM has made an institution like cabinet a medium of taking arbitrary decisions that are against the rules. The importance of cabinet has reduced to so much so that in case of Kumar, the decision was implemented even before it was passed from the cabinet and it was presented before the cabinet just for ratification, he added.
