RTI activist asks reason from CS

Right To Information activist Ajay Dubey in a letter to Madhya Pradesh Chief Secretary asked to make public the reason behind declaring the list to transfer 77 Indian Administrative Service (IAS) officers after midnight two days ago. Besides, he also sought to know the status of the Chief Minister’s anti-corruption helpline no 9009133322.

Dubey in his letter to the CS said, “I would like to draw your attention to the issue of transfer of 77 IAS Officers of MP cadre after midnight of August 7-8 by the General Administration Department (GAD). The information given on the website of GAD failed to provide the proceedings of the Civil Service Board which was meant to deal with the issue of transfer of IAS officers.”

Dubey further said that as you know that the Department of Personnel and Training (DoPT), Government of India (GoI) has directed all State Governments to constitute Civil Service Boards on January 28 this year,  but I am sad to see that still the controversy is surrounding the issue of transfer of the IAS officer as reported by the media. Some of them said that some of the officers of junior batch were made Collectors where senior officers are still awaiting.

He said, “I hope that you would be aware of fact that the details of such proceedings should be made available compulsorily on the concerned website under the RTI Act S.4 (1) sub clause (a) (viii) and sub clause (c) for the people to know. Prime Minister Narendra Modi has directed the State Governments to adopt transparency in the governance but the State Government has failed to adopt this practice.”

He said in the public interest I would like to know whether Civil Service Board is functionalIJ If it is then why the proceedings are not made available to the publicIJ

He said the Chief Minister had launched an anti-corruption helpline number 9009133322 in January, but it seems to have disappeared. He said the GAD admitted that they do neither have the details of the complaints nor details of action taken. “Please make it clear whether this helpline has stopped working or the Government has withdrawn it,” he said.
