Bhopal Police on Saturday issued a prohibitory order to prevent the misuse of social media platforms in spreading hatred, inciting violence, and disrupting communal harmony. Enforced under Section 163 of the Indian Civil Security Code, 2023, the order took immediate effect and will remain in force for the next two months.
The move comes in response to growing concerns that anti-social elements have been using platforms such as Facebook, WhatsApp, Twitter, and Instagram to circulate objectionable messages, images, and videos that could provoke communal tensions. Authorities have warned that any violation of the directive will result in stringent legal action.
The order strictly prohibits individuals from using social media to disseminate messages that incite religious, social, or caste-based hatred. Posting, transmitting, or sharing inflammatory content—including photos, videos, or audio clips—likely to disturb communal peace is banned. Even liking, commenting on, or forwarding such content will be considered a violation. Social media group administrators are also held accountable for ensuring that no objectionable content circulates within their groups.
Furthermore, the directive forbids the spread of rumors, distortion of facts, or promotion of illegal activities that could lead to violence or unrest. It also restricts individuals and organizations from using social media to call for gatherings that may result in unlawful activities or public disorder.
As part of the preventive measures, cybercafe owners in Bhopal have been instructed to verify the identity of all users through valid ID proof. They must maintain a visitor register and install webcams to capture user photographs for security purposes.
Bhopal Police has made it clear that any violations will be dealt with strictly, without prior notice. However, individuals found in breach of the directive will have the right to appeal under Section 163 of the Indian Civil Security Code, 2023.
