The State Government has revised honorariums of contract officers and employees of Panchayat and Rural Development Department. Now, honorarium to such contractual employees will be payable with 72 dearness allowance with effect from June 1, 2013. This will benefit over 3,500 officers and employees.

Panchayat and Rural Development Minister Gopal Bhargava informed that so far, 45 per cent DA was being paid to such officers and employees. Now, increase of 27 per cent has been effected in these contract employees' total emoluments. The decision has been taken to fulfil the demand of contractual officers and employees working under various schemes of the department that their honorariums should be revised in view of increasing inflation.

Earlier, Panchayats and Rural Development Department had released integrated wages/honorarium policy for contract officers and employees working under various schemes on June 19, 2012. Effecting amendments in this policy, it has been decided that as per 6th Pay Scale, integrated payment of wages will be made to contract officers and employees by including 72 per cent dearness allowance. For this, concerning planning/programme in-charges will seek advance approval from competent officer /council /authority for fixation of wages/honorarium of these contractual employees.

Increase in wages/honorarium can be effected only after examining financial availability. Performance of work must be assessed while fixing quantum of increase in wages/honorarium. No increase will be made within one year after fixation of increase in wages/honorarium. Wages/honorarium not more than that will be paid to officers/employees employed on contract basis in any scheme /programme of the department.

Apart from contractual wages/honorarium, the contractual officers/employees will not be entitled for additional DA, CCA, HRA, medical reimbursements and other allowances.
