After State Information Commission (SIC), the Madhya Pradesh Human Rights Commission (MPHRC) has recommended to the State Government to pay a compensation of `25,000 to surgical specialist of JP Hospital Dr SK Saxena in a case of fixation of his salary.

The MPHRC, in its order on Monday, asked the State Government to pay compensation to the doctor for inflicting mental harassment to him by not raising his salary to senior pay scale. The commission in its order further said that if the State Government wishes it could recover the compensation amount from the secretary of the Public Health and Family Welfare Department or the official responsible for the delay in fixation of victim’s salary.

Earlier, the SIC had slapped a fine of `25,000 on State Government for not providing the required information to Dr Saxena under the Right To Information (RTI) Act.

The MPHRC in its order said that Dr Saxena should immediately be provided select category pay scale wef from 1998 and senior select category scale wef from 2004 and the difference amount should also be immediately paid to the doctor.

Dr Saxena in his petition with the commission said that he is working as surgical specialist on same pay scale as in 1989. “I am entitled for select category pay scale since 1998 and senior select category scale since 2004 but am deprived of the same,” he said.

He said that his constitutional rights are continuously violated due to which he is suffering both financially and mentally. After 40 years of spotless service and in the age of 65 years the department’s harassment is beyond understanding.

The commission found that the health department did not bother to reply to it over the main complaint but answered by writing that now no action is pending in the case.
