Madhya Pradesh Human Rights Commission (MPHRC) has on Tuesday made several recommendations over the proper treatment of the prisoners in jails of the State.

Commission has on Tuesday taken cognizance over the death of a prisoner, Ghasita in the district jail, Damoh.

Notably, Ghasita, a 70-year-old prisoner had transferred on June 7, 2015 from the central jail, Jabalpur to the central jail, Bhopal. Prisoner had been admitted in the Hamidia hospital on the same day. However, he had died on June 13, 2015 due to the ‘alcoholic liver disease with decompansation with portal hypertention with ascities with malena with grade iv esophaged varices’ disease.

Commission has recommended that a doctor should be appointed for the checkup of the prisoners in every jail while the limit that the doctor could only visit the jail for ten times in a month should be suspended. A doctor should remain present in the jail every day.

Commission has further recommended that all the jail superintendents and deputy superintendents should be aware about the health of the prisoners in their jails. Jail superintendents and deputy superintendent should be informed about the information of the health of the prisoners and should provide proper treatment to them. There should be the lists of the gravely ill prisoners and mentally ill prisoners in the jail headquarters. Jail headquarters should be conscious for the treatment of the prisoners.

While reviewing the case, Commission has noticed that the jail superintendents are unaware of the health of the prisoners. Jail superintendents do not provide proper treatment to the prisoners. Commission had also made several recommendations regarding this in past.
