Madhya Pradesh Finance Minister Jayant Malaiyya while replying to the debate on the 2017-18 general budget informed the House that the State has remained revenue surplus since 2004-05 and it is expected that it would remain so in the current year too. It is expected that the fiscal loss would remain under limit of the State's GDP of 3.5 per cent, he added.

Malaiyya further said that the total debt of the State for the financial year 2017-18 is expected to remain at 22.22 per cent of the State's GDP. The interest payment is expected to remain at 8.3 per cent. The total income of the State was

`1,69,503 crore while the total expenditure of the State is expected at `1,69,954 crore, he added.

Similarly, the revenue income of the State was `1,39,116 crore. Capital receipts are `30,387 crore while the capital expenditure is `35,435 crore, he added.

He said that from the financial year 2017-18 the differentiation between planned and non-planned expenditure from Annual Financial Statements has been finished while the expenditure under capital and revenue heads has been shown differently.

Now, the Tribal sub-plan and the Scheduled Caste sub-plan has been replaced with Tribal sub-scheme and Scheduled Caste sub-scheme, he added.

The Finance Minister informed the House that the revised estimates in the revenue department are expected at `4858.94 crore and the budget expectations are `3785.27 crore. The main reason for decrease in budget expectations is attributed to the provisions of `1875.85 crore made for the disaster relief fund in the first supplementary expectations. Similarly, decrease in revised expectations for commerce, industry and employment departments is because it is being divided into two parts, he added.
