Krishna Gaur and Shri Pradeep Patel and Urban Development and Housing Minister Shri Bhupendra Singh, Minister of State for Backward Classes and Minorities Welfare (Independent Charge) Shri Ramkhelawan Patel informed media representatives about the recommendations made by the Commission for the backward classes.

Chairman of the commission Shri Bisen informed that the report of the recommendations made by the MP Backward Classes Welfare Commission will be presented in the Supreme Court on Friday.

Summary of the Commission's "First Report" 05 May 2022

It is clear from the first analysis of the commission that the OBC voters in the state are about 48 percent. Still more research and investigation work is pending. In Madhya Pradesh, after deducting the voters of Scheduled Castes and Scheduled Tribes from the total electorate, the voters of the Other Backward Classes are 79 percent of the remaining voters.

The Commission has found in its analysis that it has been almost 70 years since adult franchise was achieved, yet due to economic and social backwardness, there are still such obstacles for the people of Other Backward Classes, which have been shown in detail in the report, which prevent them from achieving political equality. Due to this the political representation in proportion to the population is very less in urban bodies and panchayats.

On the basis of the investigation and research work done by the Commission, analysis and review of the memorandums and demands received by the Commission from various social and voluntary organisations of the Other Backward Classes during the visits to the districts, the Commission has made the following recommendations in its first report for the upliftment of the Other Backward Classes:-

1. The State Government should reserve at least 35 percent seats for Other Backward Classes in all levels of the three-tier Panchayat elections.

2. The State Government should reserve at least 35 percent seats for the Other Backward Classes at all levels of all urban body elections.

3. A proposal should be sent to the Government of India on behalf of the State Government to amend the Constitution to ensure reservation of OBCs in three-tier Panchayat elections and urban body elections.

4. After the survey by the state government, on the basis of population, OBC dominated districts and blocks should be declared as "Other Backward Class dominated area" and various schemes of development should be implemented in those areas, works like settlement development should be done.

5. In the backward class list of the state of Madhya Pradesh, the proposal to include those castes which are not included in the list of other backward classes of the Centre should be sent by the Madhya Pradesh government to the Central government.

6. The castes which are not included in the list of Other Backward Classes of Madhya Pradesh state in the list of backward classes of the Centre, those castes should be added to the state list by the Madhya Pradesh government.

"              The Commission received memorandums from 82 social organisations during its visit to the districts.

"              853 suggestions were received on my mp my gov site.

"              More than 156 suggestions/memorandums were received on the mail.
