The State Congress has claimed that if the Madhya Pradesh Universities Amendment Bill is made law then the autonomy of the university would end.
Madhya Pradesh Congress Committee chief spokesman KK Mishra in a statement here on Monday alleged that the State Government by passing this Bill in the last Assembly hit at the dignity of the constitutional post of Governor as now the Government has taken the powers of appointment, promotions, transfers and deputation in its hands.
Mishra said, “On getting this right, the BJP Government would turn all the universities into Rashtriya Swayamsevak Sangh (RSS) Shakhas (Branches) besides making them new camp of corruption where business of appointment, promotions, transfers and deputation would start.”
Mishra requested the Governor not to sign the Bill and keep it with his office as the Bill is also totally against the norms and guidelines of the UGC. The step is also necessary to maintain the autonomy of the universities besides stopping them from becoming centre of politics, he added. He said that the transfers of university teaching staff would have adverse affect on higher education and quality of research work. The purpose of the Bill as told in the Assembly by the Government was up-gradation of higher education, he added.
The Congress leader questioned that would appointments through Madhya Pradesh Professional Examination Board (MPPEB) and the MP Public Service Commission (MPPSC) in the universities would enhance the quality of education as these institutions have already become pagoda of corruption and their own reliability is suspicious. The Government is going to borrow loan of Rs 3,600 crore from the World Bank in the name of providing world class quality education, this amount would be utilised to take care of the institutions affiliated with the Sangh Parivar, he added.
