Madhya Pradesh Human Rights Commission (MPHRC) on Friday took cognisance of the death of a 17-year-old boy, Golu, in police custody in Kumbhraj police station, Guna. The Commission has sought report from Gwalior IG and Guna SP within ten days.

The family members of the deceased Golu, have alleged that the police officials had refused to give bail to Golu. Police officials had kept Golu in custody for three days and beat him up.

Notably, Commission had prepared booklets over the ‘responsibility of police for the safety of a person in police custody and important safety measures’ and ‘death in police custody and responsibility of police officers’. Commission had sent these booklets to police stations.

The Commission has stated that it is clearly written in these booklets that keeping people safe in the custody is the duty of police. Government is responsible for the safety and for taking care of the people in police custody.

No police official has right to commit atrocities on any people in custody. It is a criminal offence according to Indian Penal Code (IPC), it added.

Commission had also given the reference of Article 14 to 32 of the Indian constitution in the booklets and had clarified the fundamental rights of the citizens.

Equity before the law is depicted in the Article 14 of the constitution. Commission wanted a change in the working of the police in order to sensitize the police.

Meanwhile, MPHRC has also taken cognizance over the incident of death of the mother and her new-born while heading for Bhopal from district hospital Vidisha.

Commission has sought detailed report from Vidisha Collector and Chief Medical and Health Officer (CMHO) within ten days. According to information, Krishna Bai (mother) has died as the ambulance has reached two and a half hour late.
