The overhead tank that had collapsed in Arera Colony last year was in dilapidated condition and the sump tank near it was wrongly constructed. These facts surfaced in the investigation report of the Human Right Commission.
In the report it was revealed that Bhopal Municipal Corporation (BMC) has not cooperated in the investigation and has tried to cover facts and when documents demanded by the Commission for investigation it was told that they have been destroyed. Based on the points emerged during investigation, next hearing will be held by the joint Bench of the Commission.
The Commission has demanded a report from the district administration, BMC and Superintendent of Police along with these reports, investigation report regarding the FIR lodged at the Shahpura police station. Based on the findings in the investigation report the acting chairman of Human Rights Commission AK Saxena has demanded explanation and documents.
The ignorance in handling the situation created after the collapse of the overhead water tank on November 18, 2012 could be inferred from the facts and findings obtained in the investigation, claimed Saxena. The Commission has sought explanation on different points from three agencies- district administration, BMC and police. Among the questions, the Commission has demanded the name of officer in-charge deployed at the time of incident, which officer was assigned to remove the encroachments.
Permission of construction of sump tank was given by which engineer and which engineer had inspected the overhead water tank. Why the documents of the inspection were not prepared and if the inspection report was damaged in the collapse, then why a copy of the inspection report was not provided to the commission. District administration has been asked to submit a report on the relief and compensation as well.
