'Hold departmental promotion committee meetings regularly'

Published on:

The General Administration Department has again directed all heads of departments and employers to hold departmental promotion committee meetings regularly. Madhya Pradesh Public Service (Promotion) Rules have laid down provision to hold meeting of departmental promotion committee every year. Besides, the General Administration Department has directed to hold meetings of DPC twice a year in January-February and then August-September necessarily.

As per directives, the DPC for posts and cadres to be held at the level of department, head of department or employer should be held necessarily by July 15, 2014 by chalking out a programme. Action taken report’s collective information should be sent in prescribed Performa to Secretary General Administration or an officer of higher rank by September 30, 2014. Information received from departments will be reviewed by the Chief Secretary. Head of concerning department will be held responsible if directives are not complied with, information not sent in time or incomplete information is sent.

Directives have been given to hold DPC regularly and timely next year also. All departments should undertake review in the same manner and chalk out a phased programme. Madhya Pradesh Public Service Commission will also chalk out a phased programme for all departments in January every year and inform them. As per programme, all departments will prepare proposals and send them to the MPPSC.

Similarly, directives of the General Administration Department should be complied with and DPC should be held regularly. Every department will send its action taken report twice a year first by April 30 and second by September 30 necessarily.

Despite directives, it has come to notice that DPC is not held every year regularly in some departments. Some departments send promotion proposals for 2-3 years simultaneously. Besides, some departments hold such meetings in the last months of the year. Failure of departments to hold DPC regularly deprives government employees of timely promotion and they retire without getting benefit of promotion. As a result, there is full possibility of a court case. Since DPC is held in the end of the year, promotion orders cannot be issued by December 31 and government servant’s one-year seniority is also affected.
