Guv suggests reconvening of House

Finally, Governor Ramnaresh Yadav has written to Chief Minister Shivraj Singh Chouhan urging him to convene State Assembly’s session for discussing the ‘no-confidence’ motion brought by the Opposition Congress during the Winter Session of the House.

Notably, the session was scheduled till July 19, but it had concluded abruptly on July 11, after former Deputy leader of Opposition Choudhary Rakesh Singh Chaturvedi had defected from his party and told the Assembly that he had no confidence in the no-confidence motion brought by leader of Opposition Ajay Singh.

After the House was adjourned sine die, Governor Ramnaresh Yadav did not sign the notification for adjournment of the House. The same day, following complaints by Congress leaders, the Governor had asked for the complete proceedings of the day.

later, Yadav had summoned the Chief Minister and Speaker Ishwardas Rohani.

Having gone through the proceedings and after complaints from leader of  Opposition Ajay Singh, the Governor also sought advice from legal experts, the President and Prime Minister.

After having gone through the constitutional provisions, the Governor on Friday wrote to the Chief Minister suggesting him to convene a session of the House for discussing the no-confidence motion. On Wednesday, Parliamentary Affairs Minister Narottam Mishra had called on the Governor and on Friday morning former PCC chief Suresh Pachouri called on the Governor. It is believed that the Governor took this decision after having discussing the provisions of the Constitution under which he has powers to suggest to the State Government in this regard.  Government sources said the letter has reached the office of Chief Secretary. Sources claimed that Chief Minister Shivraj Singh Chouhan has called Speaker Ishwardas Rohani and Parliamentary Affairs Minister Narottam Mishra, who are out of station, to meet him in connection with the letter of the Governor. Both of them are expected to reach here on Saturday.

Experts believe that the Governor can only suggest convening of the session of assembly, but he cannot force the government.
