Guv has right to reconvene House session: Ajay

Published on:

leader of Opposition Ajay Singh on Wednesday expressed hope that a special session would be re-convened very soon for discussion on the No-Confidence motion tabled by his Congress party.

The State Assembly was adjourned on July 11 sine die when a ruckus ensued following Congress leader Choudhary Rakesh Singh Chaturvedi’s steep opposition to the No-confidence motion of his own party. He later joined BJP.

Ajay said Governor Ram Naresh Yadav had not yet signed the notification on the adjournment and the Governor had the right to convene a session. By running away from a discussion on the motion, Chief Minister Shivraj Singh Chouhan had proved that he had no faith in democracy, Ajay exclaimed.

The issue had created an atmosphere of political uncertainty and sort of constitutional crisis in the State. On the other hand Assembly Speaker Ishwardas Rohani had asserted that State Governor or anybody else for that matter did not have a right to overrule the House proceedings. Rohani stated that the theory of a constitutional crisis in the State was cooked up by media.

He also claimed the Governor was actually satisfied with the proceedings of the House.

Those in the know of the current development informed that Governor Yadav was not fully convinced with the legality of Speaker’s action in adjourning the House sine die even as Congress-sponsored no-trust motion was to come up for a debate.

The sources further mentioned that the Governor was exploring different possibilities on how he could ask the State Government to recall a session under the provisions of the Constitution.

The sources said that the governor was holding discussions with the legal experts to take stock of his powers and that whether or not he could instruct the Government to call a special session of the House.
