Governor Ram Naresh Yadav on Saturday asked all colleges and universities to strictly implement anti-ragging directives issued by the Raj Bhavan.
While chairing a meeting of State-level ragging monitoring cell here, Governor Yadav further said that flying squads should also be formed for quick action in such ragging cases at university level and further asked colleges to constitute a monitoring committee to monitor cases of ragging.
Besides, introductory functions of senior and junior students should be held in the opening session of colleges, specially engineering and medical colleges to create a harmonious atmosphere between them, he added.
Vice-Chancellors of universities, Additional Chief Secretary Technical Education Ajita Vajpayee Pandey, Principal Secretary to Governor Vinod Semwal, Principal Secretary Home RK Swai, Principal Secretary Higher Education VS Niranjan, Principal Secretary law and legislative Affairs and Principal Secretary Animal Husbandry were also present on the occasion.
“Ragging creates terror in the minds of students. It is our duty to make educational institutions ragging-free where new students can study without fear,” sad the Governor, and directed all Vice-Chancellors to keep abreast of information regarding students residing in private hostels and rented accommodations.
It should be ensured that ragging does not take place even in those hostels. Those institutions where ragging cases have surfaced recently need to function with more care. Yadav said that students should be made aware through cinema houses and publicity mediums that ragging is a criminal offence and may cause ill effects.
It was informed at the meeting that the State Government has constituted institution-level, district-level and university-level monitoring cells in pursuance to Supreme Court’s order passed on May 8, 2009 on civil petition number 887 of 2009. These committees are active yet ragging incidents are still occurring in some institutions.
