'Every child has right to exploitation-free life'

Published on:

Madhya Pradesh Human Rights Commission (MPHRC) on Thursday made several recommendations for physically disabled, handicapped and differently abled children besides for those children who are engaged in begging.

The Commission while making recommendations said that every child has the right to live exploitation free life. Despite comprehensive constitutional provisions United Nations convention in 1989 for children’s rights, National Children Policy 1974 and 2013 and Juvenile Court (for children’s care and protection) Act 2015 children’s indulgence in begging or seen picking up garbage or trash foils proves that serious attempts still needs to be made in this direction.

The recommendations made by the Commission in this regard include establishment of Mendicant Access Center at every district of the State under the MP Beggary Act 1973. Those beggars who are physically fit should be provided employment oriented training and employment should be provided.

Shelter Homes should be opened for those beggars who are physically disabled or handicapped and they should be provided living facility and wages under different Government schemes.

Children involved in begging should be immediately kept in those children homes where education could be provided to them. The Commission is of the clear view that under the compulsory education right act 2009 education to such children could be provided. Besides, many other recommendations were made by the Commission to the State Government.

Notably, in the National Children Policy 1974   it has been admitted that the children of the country are Nation’s topmost important property while in the National Children Policy 2013 it was said that every child is unparalleled and is priceless national property. It is the duty of the Government to provided happiness, love, social and family atmosphere to every child.

Every child’s life, existence and nutrition right should be provided top priority.
