Rights activist Ajay Dubey has questioned as to why Prime Minister Narendra Modi headed Union Ministry of Personnel and Madhya Pradesh Chief Minister Shivraj Singh Chouhan are afraid of providing information related to the Indian Administrative Services (IAS) officials despite orders of the Supreme Court.
Dubey while addressing media persons here on Thursday said, “A big question mark has been put up over the legitimacy of IAS transfers and postings by the two replies of Union Ministry of Personnel since June 2015 in response to our Right To Information (RTI) query.”
Dubey said that we asked from the Government of India (GoI) to provide details of the proceedings of the Civil Service Board constituted by the MP Government. The GoI replied that it does not have information of the said meetings besides the GoI also admitted that the Shivraj Government has also not provided the details of the officers who have been transferred without completing minimum tenure of two years of it, he added.
He said that as per the orders of the Supreme Court the aim of this board was to impartially transfer the officers on the basis of their working and merit without succumbing to any political pressure and recommendations. As per the Apex Court order and All India Service Rules the MP Government is not only bound to transfer IAS officers through this board only and have to submit the details of the proceedings of the board meeting to GoI but it is also its legal compulsion to keep minimum tenure of two years for serving the officers at a place. If the Government transfers any officer before the minimum period than it should provide its details with reason in the board meeting and inform this to GoI quarterly, but this has not been provided by the state government to the HoI since 23 months, he added.
