Deputation leads to resentment among Sectt officers in MP

Officials at the Madhya Pradesh Assembly Secretariat are facing problems with the appointment of outsiders on deputation, as it is hampering their promotion chances.

The three officers posted from outside are Virendra Kumar and RC Rupla of Finance department and Sudhir Sharma of State Electricity Board, as Additional Secretaries and Under Secretary, respectively. Virendra was Joint Secretary in Finance department, while Rupla was Accounts Officer. Sudhir Sharma was Executive Engineer in the MPSEB in Itarsi.

Besides, another officer PN Vishwakarma, got retired from the posts of Deputy Secretary in June, 2016. After retirement, he got extension in the services for two terms of six months. At present, he is Additional Secretary in-charge.

Besides, sources said that one more officer Sl Maithil, who got retired as Deputy Secretary in 2015, is still working in the Secretariat, as he has received three service extensions.

Official sources said that to avoid delay in the promotion process of officials, the Secretariat has come out with an innovative idea and given charge of one post up to the officials. In the process, 16 officials have been promoted - six section officers as under secretaries (Class I), five Under Secretaries to Deputy Secretaries and one Deputy Secretary to Additional Secretary.

Since a case related to reservation in promotion is pending with the Supreme Court, no promotion is allowed in the State Government  and other departments. However, to avoid delay in promotion, the Assembly Secretariat has adopted this process of giving one post up as in-charge.

Under this process, the officer given charge of one step up would start getting facilities of that senior post. Besides, after the Apex Court's verdict, when the promotion is implemented, the officer would get the financial benefits from the old date, when he received the charge of senior post.

Principal Secretary of State Assembly AP Singh told 'The Pioneer' that posting on deputation depends on the basis of the requirement of the Secretariat. Besides, extension of the services of retired officers is also under compulsion, because there is shortage of officials, he added.
