Despite several attempts in past couple of decades, the police have failed in streamlining the tenants’ records. This fact comes to fore only when any such incident takes place and the police officials claim that soon the records would be updated.
In this regard, the district administration time to time imposes prohibitory orders under section 144 of the CrPC, forcing the house owners to furnish information regarding their tenants in prescribed format.
For the purpose, around two years ago, the police had come out with Crime and Criminal Tracking Network and Systems (CCTNS), which was meant for maintaining the records of the tenants and helping in online registration of FIRs. The CCTNS was inaugurated with huge expectations, but the long delay in the implementation has not solved the problems and supported the citizens.
The latest incident which exposed the system of police was that when a tenant in Bhopal attacked on two cops and later investigation revealed that the assailant was a notorious criminal of Uttar Pradesh and living here with forged identity. The criminal was living in a rented apartment and provided fake Identity proves to the owner of the house. The owner facilitated the whole deal through a broker.
Superintendent of Police Bhopal (North) Arvind Saxena told that the system to inform the police station is to keep a check on the criminals but due to negligence and lack of awareness, the house owners invite problem for themselves and police. It is an easy process but only a few are interested in informing police about their tenants.
Additional Superintendent of Police Zone 4 Devendra Rajput told that the updation of crime record of past 10 years is under process and would be completed soon but he expressed ignorance on the updation of information of tenants.
