In a letter, Chief Minister Shivraj Singh Chouhan has urged Union Home Minister Rajnath Singh to make available Rs260.57 crore for 13 projects regarding security arrangements during Simhastha at Ujjain next year.

Urging for Rs250 crore for Police Modernisation Plan Component, the Chief Minister appealed to re-introduce it. Chouhan has attracted the Union Home Minister’s attention towards several issues necessary for smooth maintenance of law and order.

Chouhan apprised the Union Minister that uploading of FIR is taking 30 to 45 minutes due to improper connectivity of Crime and Criminal Tracking Network and System (CCTNS). He urged to give MBPS connectivity to all police stations and other offices in the state, which are linked to CCTN. He urged to also include 63 newly sanctioned police stations and 262 SDOP offices. Stressing need for improvement in this software, Chouhan said that works and data of all police stations should be easily uploaded.

Regarding revival of previous schemes for anti-naxal drives, Chouhan wrote that under SIS Scheme and IAP Scheme, works were being undertaken to strengthen security forces, improvement in basic amenities including health and solar power as alternatives sources of energy. Sanction is awaited for mass awareness & publicity, local works to maintain continuous power supply and making mobile towers solar-energy based for uninterrupted signals. He also urged to accord proposal for new India Reserve Battalion in Singrauli district and exempt the state from burden of expenditure on deployment of Central forces.

Anti-Terrorist Training School should be set up at Bhopal. Regarding setting up of Counter-Insurgency and Anti-Terrorist Training School (CIATTS), Chouhan wrote that Madhya Pradesh is a large state with police strength of 1,12,000. Therefore, it is necessary to set up CIATTS in the state. Here maximum number of police personnel can be imparted international level training. The state government has allotted 5 acre land for CIATTS and allotment of 137 acre land is under process.

Chouhan said that Bhopal is situated in the centre of Madhya Pradesh. If the training institute is set up here, it would also be beneficial for neighbouring states. A sum of Rs187 crore is estimated to be spent on its establishment. This project cannot be completed without Central assistance. This institute will go a long way in countering terrorism and insurgency.

Referring to Police Modernisation Plan Component, Chouhan wrote that buildings of police stations, SDOP offices and houses for police constables and head constables are constructed under it. The state needs buildings of 240 police stations and 262 SDOP offices. Sanctioned strength of police force is in the state is 1.12 lakh against which 40,000 houses for constables and head constables have been constructed.

Chouhan stressed the need for making available remaining houses to boost morale of police force. He wrote that Rs250 crore is proposed for dealing with cyber crimes, strengthening of police stations, meeting increasing challenges of law and order, scientific investigation of crimes, ultramodern wireless lab and upgradation and establishment of DNA labs etc under Police Modernisation Plan Component . For this, he urged to re-introduce the Modernisation Plan Component and make available Rs250 crore.
