Well-known whistleblower from the State Capital, Ajay Dubey, has alleged that the Government of India has put up a question mark over existence of Madhya Pradesh Civil Service Board constituted for the transfers of IAS officers after the order of the Supreme Court.
In a letter addressed to State Chief Secretary, Dubey questioned as to how as many as 77 IAS officers of MP cadre were transferred in the death midnight of August 7 and 8 last year by the General Administration Department of the State Government without any proper proceedings of the Civil Service Board, which was normally dealt with such transfer of top officers.
Dubey reminded in his letter that the DoPT had directed all State Governments to constitute a Civil Service Board on January 28, 2014, but there were controversies still over the transfer of IAS officers as reported by the media.
He also alleged that one non-RR officer had been appointed as Excise Commissioner, which was without any doubt the most lucrative post, however, the same person was facing a legal case in MP High Court regarding becoming IAS violating All India Central Service Rules. The petitioner in this case was MPIAS Officers Association.
The Right To Information (RTI) activist further questioned whether such disputed decisions had been taken by the Civil Service Board or the Chief Minister of the State independently.
He said the details of such proceedings should be made available ‘compulsorily’ on the concerned website under the RTI Act S.4 (1) sub clause (a) (viii) and sub clause (c) for the people to know.
Prime Minister of India Narendra Modi had also directed the State Governments to adopt transparency in the governance but the MP Government had failed to adopt this practice, he added.
Dubey further questioned whether the Civil Service Board was still functional and if it was then why the proceedings were not made available to the public.
