Rights activist from the State capital Ajay Dubey has knocked the doors of International Ombudsman — Asian Ombudsman Association and Madhya Pradesh lokayukta for appointment of honest lokayukta and deputy lokayukta in the State by adopting transparent procedure. Dubey in his letter to the Secretary General of International Ombudsman Institute Austria and the Secretary General of Asian Ombudsman Association Pakistan wrote that, “I would like to draw your attention to our demand for adopting a transparent manner in the appointment of the lokayukta and Deputy lokayukta (Ombudsman and deputy Ombudsman) of Madhya Pradesh which is a State of Republic of India. Please support us in our cause.”
While Dubey in his letter to lokayukta Justice PP Navlekar to ensure transparency in the appointment process for the post of lokayukta and Up- lokayukta of Madhya Pradesh said, “I would like to remind you that I have requested you last year regarding the advertisement for the post of Up-lokayukta but unfortunately the post is still lying vacant.”
Dubey further said, “I wish to point out that you are going to retire in June 2015 so kindly ask MP Government to start the process of appointing of lokayukta and Up lokayukta immediately. The Government should advertise the post in the manner the Central Government does for the post of lokpal and the members. That would accord respect to the Article 16 of the Indian Constitution which ensures right to equality of opportunity.”He said that recently the MP government has amended the article S5 of MP lokayukta Act 1981 which says that the lokayukta can continue for one year even after completing tenure of 6 years. Under the RTI Act your office has informed me that the government did not consult you regarding this amendment. This is a serious kind of unacceptable act of government because nowhere in the world any Ombudsman is having 7 years tenure, he added.
He said the Chief Minister and 2 of his ministers along with the Chief Secretary of state who were part of this amendment were acquitted in the matters of corruption during your tenure. So extension to the tenure of lokayukta will give a bad impression. He said I have come to know that the lokayukta Sangthan of MP has become the member of International Ombudsman institute so kindly adopt global standards of transparency and accountability for lokayukta Sangthan.
