MPHRC: SPs should check police station lockups

Published on:

The Madhya Pradesh Human Rights Commission (MPHRC) has recommended that condition of police station lockups across the State should be checked by Superintendent of Police of the respective district and a report of the inspection should be submitted at the State police headquarters.

It should be checked that those articles that could help in committing suicide by prisoners and detainees should not be kept inside the lockup and if there is any such kind of possibility, those arrangements should be removed on priority in the next three months.

The MPHRC has recommended that the budget allocated under PCR and EOW could be used for the rectification of lockups so that the detainees could not commit suicide.

After the recommendations which have been made to the Home department and State police headquarters by the Commission, if suicide is committed by any detained person, the on duty police personnel, police station in charge, SDOP, Addl SP and SP would be held responsible for the suicide.

The Inspector General of Police concerned should visit and inspect the condition of the lockups which could help in ending suicide in the police custody.

Among the other recommendations, the Commission has suggested that dedicated four police personnel to keep an eye on the detainees at every police station should be provided. These police personnel would be different from constable guarding the police station. The Commission has also recommended installing CCTV cameras to maintain vigil the detainees and could track on their movement inside the lockups. Theses cameras should be installed in such a manner that all the detainees could be watched.
