The Bihar Skill Development Mission is working as the nodal agency for carrying out the entire skilling activities of the State with the vision of  increasing the capacity and capability of the system to deliver quality skill training and professional knowledge to the youth to enhance their employability and bridge the skill deficit with a view to meet burgeoning market demand for skilled manpower.

The State with a total population of 104.1 million and a literacy rate of 63.82 per cent, is having one of  highest youth population among all the states of India. The State Government under the aegis of Bihar Skill Development Mission (BSDM) has formulated a skill policy to cater to the skill development requirements of the youth so as to address the larger issue of unemployment and employability skills among the youth.

Major programmes undertaken by BSDM since inception are:

KUSHAl YUVA PROGRAMME

A unique skill training programme — Kushal Yuva Program (KYP)  — has been launched by BSDM to enhance the employability skills of youth between 15-25 years who have passed at least Class X. Under this programme, soft skills training comprising of life skills, communication skills (English and Hindi) and basic computer literacy is provided through e-learning mode which in turn would also act as a value-add to the various domain-specific training endeavours being implemented in Bihar.

Being the flagship programme of BSDM, KYP has been a huge success among the youths of the state, which can be easily identified from the numbers associated with it. Till date 1,174 KYP centres have been approved through an  arduous verification process to run the programme. A total of 4, 22,395 candidates have enrolled till date with 84,283 candidates having completed their training. At present, 92,602 trainees are undergoing training. The State Government is aiming at skilling about 24 lakh youth under this programme by 2020.

It has been also decided to open this programme for all students undergoing technical courses like ITI, polytechnic, engineering, paramedical etc irrespective of their age. To ensure that the youths certified under the programme remain in constant touch with the digital world, the State Government has also decided to provide a tablet to all the certified youth. This will also ensure that they can earn their living through facilitating their neighbours in the services which can be availed online.

The programme, till now, has reached 501 out of 534 blocks of Bihar and is expected to cover all blocks by November 2017. Based on the experience of the training from December 2016 till now, certain modification and upgradation are also being done in the course content, which will be implemented from the batch starting November 2017. To help the learners, a KYP learner app has been developed which can be downloaded from Google play store. Through this app, the learner can access free online resources as well as important personality development and interview tips.

RECRUIT-TRAIN-DEPlOY MODEl

As a part of accentuating innovative schemes and inviting participation from industry and corporates having presence and operations in India and abroad, BSDM has come forward with a scheme that can bypass some of the cardinal processes of skill development eco-system and address the issue of relevance of the existing skill development programs from the industries perspective.  This model complements to the large requirement for captive placement by corporates both in India and abroad.

Under this model, a total of 15 Recruit-Train-Deploy (RTD) centres are engaged in imparting training to 422 candidates in seven unique courses across different sectors. Till now, 707 candidates have completed their training. Of the candidates trained, 324 trainees have already been placed (154 candidates placed in India while 170 deployed overseas), after successful completion of their training programme. Several leading organisations have evinced their interest in this model and their on-boarding shall start very soon. Recently, a vision document for IT and ITES investment in Bihar was launched by the Chief Minister, Bihar in a major IT conclave at Patna, held on September 14, 2017. This was preceded by road shows with major IT players in Delhi and Bangalore. In all these road shows, the major players have shown their interest in the R-T-D training model of Bihar.

DOMAIN BASED FRESH SKIllING

Sensing the need of the hour to create a holistic eco-system for skill development, facilitated by an integrated effort from the various stakeholders, in order to effectively create an impact on the economy, demographics and on the society at large in Bihar, BSDM has created a robust system of skilling youth of Bihar in different sectors. Fifteen line departments of the state have been aligned with BSDM to carry out skilling activities under respective sectors.

Under this programme, 703 skill development centres have been empanelled out of which  26 centres have started training in 13 unique job-roles. A total of 1,263 trainees across the State is undergoing training through the line departments. BSDM has prepared a dynamic list of 107 qualification packs prescribed by 23 sector skill councils.
