Chief Minister Raghubar Das has directed officials to give respite to the people from red-tapism in the State.
Discontented with Bokaro Deputy Commissioner’s approach towards a person seeking compensation for his land against government acquisition for widening of NH-33 in Bokaro during Seedhi-Baat Programme here, Das also asked officials not to compel people to run around them unnecessarily.
“Give respite to the people from red tapism….if you are satisfied by the documents produced by the persons, then why such a delay in giving compensation to an affected person. If someone has sold out his land, then how he could make a claim on it….this is common sense,’ said the CM. “Compensation must be paid to this person by rejecting the claims by other two parties,” he added.
When the DC gave an explanation that as there was no provision to provide compensation and homes in such cases, and suggested that the State Government may seek clarity from the High Court, Das again scolded the DC. “Why he (DC) has been placed there if HC has to take decisions on such petty issues,” he shot back.
The CM was reacting after hearing a complaint by Siddheswar Sinha, who had come from Bokaro to register his complaint that despite repeated complaints made by him, the land acquisition officer in Bokaro never took any steps in this regard. 10 decimals of land were acquired by the department at Kamaldih in Bokaro in 2016.
In another matter, Das again came heavily on Godda DC Bhuvnesh Pratap Singh for not providing homes to 30 BPl families of Motia village who had lost their homes after a fire broke out in the village in the district even after an assurance was given to them by the district administration.
“Do not teach rules and regulations to me. If assurance has been given to them, they must be given homes under Indira Awas Yojana,” said the CM.
Hearing another complaint of Punam Gupta whose husband Vinay Kumar Gupta was killed by Maoists on November 1, 2013 in Khunti but no compensation or government job has been paid to her even after four years of fulfilling all the formalities in this regard, Das directed the officials to dispose of such sensitive cases within a month positively.
“Make it time-bound….take immediate action in Naxal related issues. This is my responsibility that people do not have to come here for compensation. Action must be taken immediately in good governance,” said the CM. All the matters must be forwarded to the Home Department within a month of the incident taking place, he added.
later, addressing the officials present during the Seedhi Baat Programme, the CM asked them to be sensitive and avoid negligence in dealing with the people’s affair.
“People approach ‘Seedhi Baat’ to register their grievances after losing hopes from everywhere; hence they must keep away from red tapism and deal with them with sensitivity,” he said.
Principal Secretary to CM Sanjay Kumar said that Jan Samvad was getting good response from the people and the percentage of complaints resolved had increased up to 84 per cent.
“People have also been registering offline complaints on it and within a short span, 16500 complaints have been registered offline,” said Kumar. A total of 14 cases were taken up by the CM on Tuesday, he added.
