Standing panel questions Surrogacy Bill

PNS

While pointing out several loopholes in the Surrogacy (Regulation) Bill 2016, a Parliamentary Standing Committee has questioned the Government’s decision to keep regulation of assistant regulation technologies (ART) services out of the ambit of the proposed legislation.

The panel also suggested the Government to broad base the Surrogacy Bill to allow live-in couples, divorced women/ widows and NRIs also to avail the surrogacy services instead of restricting it to just married couples. The Committee has however decided to go with the Health Ministry’s decision to not to extend the option of commissioning surrogacy to foreign nationals. The Committee, therefore, strongly recommends that the ART Bill should be brought forth before the Surrogacy (Regulation), Bill, 2016,” said the report.
