So FAR, so good

In a significant move to encourage higher education in the national Capital, Delhi Government has relaxed the policy guidelines for issuance of ‘No Objection Certificate’ (NOC) for the academic year 2014-15 to institutes for affiliation with Guru Gobind Singh Indraprastha University (GGSIPU). “The aim is to sanction more educational institutes under the university and also help increase enrolment of students into higher education institutes,” said Delhi Government officials.

The modifications and additions in the existing policy guidelines have been approved by lieutenant Governor Najeeb Jung. With this decision, the Floor Area Ratio (FAR) for the institutes in the conforming area can be increased maximum up to 225 per cent, as notified by the Union Ministry of Urban Development.

The built-up area as assessed and verified by the Joint Assessment Committee (JAC) during their visit to an institute in conforming area and mentioned in their report may be considered for granting the course(s) intake to that institute, subject to the maximum limit as prescribed.Considering the fact that any building in use may have common operational areas like basement and stairs, JAC was advised not to take covered area strictly as built up area. Instead, the built up area as certified by the local body should be taken as the final one.

The cases of all those institutes who were allowed to start various new programmes/additional intake during 2013-14 on the recommendation of the JAC and without the NOC of Delhi government may be reviewed. The issuance of NOC to various institutes for such programmes for 2013-14 may be reconsidered as per the recommendations of JAC on the basis of legal documents.

The GGSIP University will be asked to conduct separate JAC for this purpose, wherever required and NOC may be granted based on recommendation of committee. The interchange of existing programmes in the institutes may be allowed among the courses being run in the institute subject to the provisions of the policy guidelines, more especially the space factor.

The ban on the new affiliations may be relaxed and affiliations may be granted subject to strict scrutiny of facilities to ensure fulfillment of all norms about infrastructure, staff and faculty. For MBA programme, norms and standards for infrastructure and academic facilities as prescribed by AICTE would be considered for grant of intake and issuance of NOC. For colleges located outside Delhi, 85 per cent seats must be reserved for Delhi residents.
