Dehradun fast turning a city of the phonies, police have arrested a person Saurabh Vats, native of Saharanpur (Uttar Prasad), on Wednesday on charge of duping several people while posing himself as personal secretary to Chief Minister, now on deputation in the Central government. Police recovered a vehicle having blue beacon, ` 9.37 lakh in cash and some documents from his possession, said Dehradun SSP Dr Sadanand Date while interacting with media persons.

Sanjay Prasad, resident of Ballia (Uttar Pradesh), currently living in Connaught Place, had registered a complaint in Patelnagar Police Station on January 26 and a case under sections 419/420/467/468/471 of IPC was registered against the accused. Date said that a team was formed to hunt the accused.

In the written complaint, Sanjay Prasad stated that Saurabh Vats, currently living in Palm City, had posed himself as personal secretary to CM, now on Central government deputation. To gain his confidence, the alleged fraudster had given an advertisement in papers in defence of his credentials.  The accused had allegedly met the complainant at a hotel and subsequently duped the latter and some others of Rs 17 lakh in the name of providing him tender for CCTV cameras and heater for National Games- 2017-18.

The fraudster  had allegedly installed a plate embossed with Government of India in the car he used aside from  putting  blue beacon in the same to flaunt his ‘position’. The complainant said that the mountebank had lured him with the tender by saying that CCTV cameras would be installed for the National Games and some guest houses would be fitted with 16 heaters.

He further had said that the government tender worth Rs 25 crores would soon come out, Prasad said. Saurabh had allegedly assured Prasad that he would facilitate him to get tender, given the influence he enjoyed in the Centre and the State Government.

The complainant Sanjay was short  of funds  and he was thus asked by the charlatan  to rope in more persons to procure the tender for the same. Sanjay had accordingly included some persons, including Atul Kumar Singh, Narendra Panwar and Harish Sharma. Sanjay had reportedly given him Rs 3.50 lakh while Rs 8.86 lakh had been given by Narendra, Rs 86, 000 by Atul and Rs 3.70 lakh by Harish Sharma.
