PSC exam muddle raises candidates' hackles

PNS

Before ending the examination process of the Odisha Administrative Services (OAS) for the year 2011, issuing notification for examination for 2015 has caused headache for candidates.

The candidates preparing for the examination for around 10 years are facing a difficult time due to the fault of the State Government and the Odisha Public Service Commission (OPSC) that have failed to conduct the test every year regularly in a time-bound manner.

The State Government has decided to conduct the OAS examination every year on the Union Civil Service Examination pattern. But the aspirants are becoming disappointed due to the irregularity in the examination conducted by the OPSC and the legal disputes continuing for years.

Earlier in 2000 and 2006, the appointments were delayed after several cases were filed in the courts citing errors in the process.

While a preliminary test was conducted on the basis of 2011 notification after legal disputes were resolved, the OPSC again kicked off a controversy preparation of questions and evaluation.

Several candidates who attempted incorrect questions were awarded more marks at that time. In this connection, several cases were filed in State Administrative Tribunal (SAT) and other courts.

However, the OPSC has sorted out the question error in the Odisha Judicial Service examination and would soon conduct the examination.

The Commission can re-conduct the OAS examination on the basis of 2011 notification.

Strangely, neither the State Government nor the OPSC has taken any stern action against those responsible for mess.

Opposing the new notification for the examination, the aspirants are demanding re-conduct of the examination like the OJS or AIPMT and recover the loss from those responsible for the lapse.

They have also suggested the State Government to appoint efficient and experts as Members in the OPSC for its smooth running.
