Recognition Committee meeting held

Staff Reporter

A meeting of Recognition Committee chaired by School Education Minister Paras Jain has given opportunity to educational institutions for new recognition who have not been informed about appeal's rejection. Such institutions should apply by June 10 for year 2016-17.

These include the institutions given temporary recognition during year 2014-15 by Divisional Joint Directors DPI whose first appeal was rejected, but they were not informed about it. It was decided to give opportunity to these institutions to appeal for regular recognition for year 2015-16 and apply for new recognition as per rules and regulations for next year. It would be responsibility of DEOs to get students admitted in other recognised schools if application of the schools they are studying in is rejected.

The meeting also decided to give another opportunity to the institutions who remained deprived of appeal's hearing or did not appeal to the Commissioners since there was no mention of appeal in orders issued for temporary recognition. One month's time-limit has been prescribed for this process. If such institutions are given recognition then their students will be admitted in other recognised schools.

The meeting was informed that efforts have been made to dispose of maximum cases of online recognitions given in year 2015. In schools, admission process is to be completed by July 31 and in special cases by August 12. For the first time, orders for online recognition have been issued and entries made online in districts regarding recognition after August 12. Since a case pertaining to this committee is pending in the High Court, therefore the committee decided to appeal the High Court to give relaxation in time-limit in all cases where orders for online recognition have been issued and entries made online regarding recognition after August 12.

In cases of temporary recognition for year 2014-15 whose first/second appeals were rejected by Commissioner Public Instructions/School Education Minister, but DEOs had given then recognition, the meeting decided that DEOs should give opportunity to concerning institutions and end their recognition. Students of such institutions should be admitted in other recognised schools before August 12.

The committee also decided to take disciplinary action against those DEOs who have given recognition to schools violating rules and regulations. The committee also decided appointment of a counsellor must invariably included in terms and conditions for giving recognition to private educational institutions for session 2017-18. Counsellors will impart educational/ cultural/career guidance to children so that they are free from tension of exams and rising tendency of suicide among them can be curbed. For this, directives were given to make necessary amendment in recognition rules.
