As India accelerates towards becoming a global FinTech leader, a quiet yet powerful transformation is underway. At the forefront of this evolution is FinBlue, a dedicated Centre of Entrepreneurship (CoE) in FinTech established by the Software Technology Parks of India (STPI) under the aegis of the Ministry of Electronics and Information Technology (MeitY), with active support from the Government of Tamil Nadu. Since its inception in 2019, FinBlue has been nurturing start-ups that are building the next generation of secure, scalable, and inclusive financial technologies.
India’s FinTech industry is experiencing meteoric growth. As per a report by Treelife, the FinTech industry in India is growing at an impressive CAGR of 31 per cent over the past decade and projected to reach $420 billion by 2029. This growth is being driven by mobile-first consumers, a robust digital payments infrastructure, enabling regulations and the government’s push for financial inclusion. However, the rapid expansion of the sector requires a structured ecosystem that supports deep-tech innovation and addresses both local and global financial challenges. FinBlue is precisely that enabler, offering a comprehensive incubation environment that blends technology, talent and market access.
Over the years, the role of STPI has undergone significant evolution. However, the core focus on strengthening India’s technology sector has been transformed through the development of its start-up ecosystem.
It has established 24 Centres of Entrepreneurship (CoEs) nationwide. Through these CoEs, STPI is offering a 360-degree support system by providing plug-and-play seats, lab infrastructure, mentorship, funding and market access needed to innovate and excel. 827 start-ups have been supported by CoEs, including 223 start-ups that have received external funding.
FinBlue’s strength lies in its collaborative foundation. It brings together premier academic institutions, such as IIT Madras, key industry players like BNY Mellon, Intellect Design Arena, and TransUnion CIBIL, and government support to create a rich, innovation-driven ecosystem. Start-ups at FinBlue gain access to modern infrastructure, deep-tech mentorship, regulatory sandboxes, investor connects, and go-to-market support, enabling them to move beyond proof-of-concept into scalable business models.
Over the last six years, FinBlue has successfully incubated 61 FinTech start-ups, surpassing its initial goals. These start-ups have raised over `24 crore in external investments, and generated more than `73 crore in revenue. In addition, the start-ups have developed 195 products, 198 prototypes, and filed 29 IPRs. Start-ups across Technology Readiness Levels (TRL) 3-9 are now solving real-world problems across segments such as digital payments, lending, cyber security, InsurTech, RegTech, WealthTech, and cross-border finance.
Several FinBlue-incubated start-ups have already made a mark with breakthrough innovations. napID Cybersec, a deep-tech cyber security firm, developed AI-based digital authentication tools and won RBI’s HaRBInger Hackathons in 2021 and 2024. It is currently piloting its solutions with major banks. GoldPE.AI introduced India’s first Gold Loan ATMs and pioneered fractional gold lending through digital kiosks in partnership with the Central Bank of India. Finaara designed Aadhaar-enabled Android ATMs and digital banking units to promote financial inclusion in rural and urban India. Other success stories include Azzetta InsurTech, which is democratising insurance access in underserved communities; PrimeInvestor, a digital investment research platform catering to retail investors; and Xchange.Pe, a cross-border forex and remittance platform designed for Indian SMBs and gig workers.
Fanam Digital stands out as one of India’s first interoperable cross-border UPI platforms, aligned with international FinTech and GIFT City initiatives. Start-ups like oneNDF, Financekart, and INOCYX further showcase the breadth of FinBlue’s impact in digital lending, SME finance, and regulatory tech. FinBlue is more than an incubator; it is a strategic blueprint for digital financial empowerment. It exemplifies how visionary policy, academic excellence, and industry collaboration can collectively foster innovation and create meaningful social and economic impact. It continues to serve as a national catalyst, enabling trust, inclusion and innovation in a rapidly evolving financial landscape.
