Dr Manish Ranjan felicitated in 27th National Award for E-Governance

Officers selected under the 27th National Award for e-Governance 2024 organized by the Department of Administrative Reforms and Public Grievances and the Department of Electronics and Information Technology were honoured today in New Delhi.

Dr. Manish Ranjan, the then Secretary of Drinking Water and Sanitation from Jharkhand, was honoured for implementing the Jhar Jal Yojana. In the program, Dr. Manish Ranjan presented a power point presentation related to the implementation of Jhar Jal Yojana.

The Government of India also praised the Jhar Jal system of the Jharkhand government and said that it needs to be adopted in other departments of the Government of India as well.

Some of the key features of the Jhar-Jal portal are: It is a real-time web-based GIS enabled multi-model citizen centric grievance redressal and service delivery system.

1. Real time monitoring of complaints is done. And alerts are immediately sent to the officials. The complainant is also informed about the entire process. 2. All water sources including hand pumps have been mapped on GIS, which helps in efficient asset management with reduced response time and absence of duplication in the planning process. 3. The entire process is paperless to remove bureaucratic hurdles

4. It has a centralized data base with comprehensive dashboards at all levels at the state, district, sub-division as well as panchayat level.

5. Data-analytics tools generate periodic graphical reports to add to the decision support system.

6. The entire process is designed to provide hassle-free public services to the citizens.

7. Information education and communication are strategically restricted and implemented through Jhar-Jal.

8. Allocation of resources for operation and maintenance and convergence with other departments like rural development, panchayati raj is also done through Jhar Jal.

9. Latest technology Artificial Intelligence (AI) is being used in this.

Deputy Secretary, Under Secretary rank officers of the Government of India visit the concerned state without any information and personally see the status of the schemes running there. This visit takes place two-three times a year and is done at different places in the state. Before selecting Jhar Jal Yojana from Jharkhand, the team of Government of India visited Bokaro, Ramgarh, Hazaribagh, Palamu and other areas two to three times and after being fully satisfied with the ground reality there, recommended for selection.

On this occasion, Neha Arora, Rajiv Ranjan Kumar and Pashupatinath Mishra were present from Dr. Manish Ranjan's team.
