JMM attacks BJP on 1932 Khatian based Local Policy Bill

Tuesday, 31 January 2023 | PNS | Ranchi

After returning the 1932 Khatian based Local Policy Bill by Jharkhand Governor, Ramesh Bais, Jharkhand Mukti Morcha (JMM) attacked Bharatiya Janata Party (BJP) on Monday.

Addressing a press meet at the party headquarter in the State Capital, JMM General Secretary, Supriyo Bhattacharya said that Governor Ramesh Bais should explain that if the Raj Bhavan does not protect Jharkhand, which is included in the fifth schedule, then who will. At the same time, while attacking the BJP, he said that the State Government took the initiative for the bill in which the sentiments of the local-tribals of the State are attached, since then the anti-Jharkhand forces dominated, he added.

Bhattacharya said that the Governor argued that the Government has no authority under Article 16 (3) of the Constitution. “This right rests with the Parliament. The Government of Jharkhand had clearly mentioned Article 31 (b) while mentioning this in the bill. It was said under the article that the State Government can send such a subject to the parliament for consideration to be included in the ninth schedule of the constitution but the Governor returned it. The Governor did not read Article 31 (B), yes, he definitely read other articles,” he added.

The party General Secretary said that the literal meaning of BJP in Jharkhand has become an outsider Janata Party. “If BJP leaders want to oppose Khatian, then why don't they do so openly. Let them speak once and see that Khatian cannot be implemented in Jharkhand. The Governor is also the guardian of the Legislative Assembly. If the same Assembly asks its guardian to send it to the Parliament for inclusion in the Ninth Schedule of the Constitution, then it remembers Articles 12, 3, 14, 17, 35 of the Constitution. But in that count, the Governor should also remember 31, which was mentioned by the state government in the bill. Today the people of entire Jharkhand are hurt by this initiative of the Governor,” he added.

“The State Government will work through the law regarding the bill. The bill will again be sent to the Governor. On the other hand, being a political party, JMM will take the works of BJP among the public. She will tell the people how the BJP is preventing the rights of the people here from enacting laws. He said that Prime Minister, Narendra Modi talks about tribals in Mann Ki Baat. 15 November is celebrated as Tribal Pride Day. But the rights of the interests of the tribal-natives are screwed,” said Bhattacharya.
