Roadmap for Clean Energy Transition in Jharkhand released

The Initiative for Sustainable Energy Policy (ISEP) today released a roadmap on Clean Energy Transition in Jharkhand through a webinar, in collaboration with Power for All. The report focused on creating a Renewable energy Ecosystem in the state to foster Renewable energy uptake, innovation and entrepreneurship.

Speaking on the occasion Bishnu C Parida, COO of JSLPS said that “Energy is the backbone of all livelihood activities in the State and with the plentiful availability of Solar energy, we should aim to integrate it in every aspect wherever it is feasible. As JSLPS in our Jharkhand State Government project and the JOHAR project we have installed over 900 Solar based Lift Irrigation system that directly benefits the livelihood of over 18000 women farmers in the state. There are not only some very good pilots but also viable business models that have been able to switch to solar completely and this has seen increased revenue due to less down time and fuel cost savings. The state also has plenty of youth skilled in electrical know-how who can be nurtured into entrepreneurs and service providers.”

Elaborating on the salient feature of the report Prof. Johannes Urpelainen, CEO ISEP, said that “Jharkhand was one of the first states to sign the central government's memorandum of understanding for the 24x7 Power for All plan (Deen Dayal Upadhyaya Gram Jyoti Yojana, 2015-16) that aimed to deploy an additional 4.5 gigawatts (GW) of generation capacity by 2022. 1.5 GW of this was allocated to solar energy. As per the Ministry of New and Renewable Energy (MNRE), Jharkhand has a potential for 18.2 GW of solar generation and 4.5 GW of biomass generation (MNRE 2020). Despite this, the uptake of renewable energy in the state has been quite slow. As per our analysis major challenges included reliability of grid power, unaffordability of cooking gas refills, and a lack of coordination among policy implementation agencies. To effectively develop and implement a set of proactive renewable energy programs in Jharkhand, there is a need for a coherent action plan that outlines a roadmap for achieving the development efficiency of renewable energy projects.”

The Lead Researcher and Author of the report Aklavya Sharan, Director of Decentralized Energy Systems Pvt. Ltd. (DESI Power) said, “We have taken a Framework approaches for a better Renewable Energy ecosystem in the state. Frame work 1 focuses on several interventions aimed to improve existing grid and off-grid systems. The framework suggests actionable strategies and mechanisms to implement rooftop solar and push for higher uptake of mini grids and innovative solar livelihood schemes. It also discusses innovative business models and financial mechanisms to promote biomass generation systems and enhance access to LPG refills for clean cooking in rural households. Framework 2 suggests recommendations that focus on leading industries and innovations in the energy space. It describes strategies for a clean energy transition for energy intensive and highly polluting industrial units. It also suggests a way forward for implementing clean energy projects in an effort to build a renewable ecosystem.

The webinar also had speakers from prominent think tanks from the state like Prof.  S.K. Samdarshi, CUJ, Ramapati Kumar CEO CEED and Gaurav Bhattacharya, Lead Researcher, Swaniti Initiative who shared their view on how to effectively implement the existing policies and adopt these new recommendations to make Jharkhand a champion Renewable energy state.
