The concept of good governance of the Chief Minister Shri Shivraj Singh Chouhan is "to provide public services on time to the people without any charges and without any inconvenience". This concept has been embodied in Madhya Pradesh. In the year 2010, taking a historic initiative in the field of good governance, the Public Service Guarantee Act was implemented in Madhya Pradesh. Due to effective implementation of this law and full use of modern technology in the state, public services are being provided to the people with ease in the shortest possible time. With the CM Jan-Seva Yojana, facilities like copy of khasra are being provided to the people on their mobile phones and the provision of "Deemed Service Supply" for some services under the Public Service Guarantee Act are revolutionary steps.
At present, a total of 560 services are being successfully provided to the people under the Public Service Guarantee Act. A feature of this law is that there is a provision of fine against the responsible officer for not disposing of the application within the time limit. Due to the large number of people-oriented services in revenue administration, this department has been the focal point of innovations. The main features of these innovations are amendment and simplification of laws, rules and procedures in the interest of the public, effective use of modern technology, digitization of records through programmes like land record modernization and use of new means of service delivery like call-centre, mobile.
Digital availability of land records to the public is a big success. Digital availability of land records is made available to the public by online application, application from Public Service Centre / MP Online Kiosk, application in IT centre of tehsil office and calling CM Helpline Call-Centre 181. Since August-2018, copies of more than 3 crore 51 lakh land records have been provided online to the public in the state. Earlier, revenue records were made available to the public in five days, now availability has become real time.
The diversion of land has also been made completely online. For this, the public has to pay the diversion amount online by applying on the online portal. Diversion is done by the sub-divisional officer by doing online verification in 15 days. In the last three years, more than one lakh 37 thousand diversion cases were resolved online in the state.
Now the process of land mortgage has also been made completely online in the state. The farmer has to apply online to the bank to take the loan, the bank verifies the details of the land from the portal and the farmer with the Aadhaar data, the mortgage application is sent online by the bank on the portal, its verification is done on the portal itself by Patwari and online approval is given by tehsildar.
In the last two and a half years, more than 4 lakh 98 thousand applications have been disposed of in the state. Earlier, there was no time limit for this, now these applications are resolved in 3 days.
Portal integration for land purchase and sale
For the convenience of the public, the land purchase and sale (registry) in the state has also been made easy by the integration of the land records portal. Sampada Portal and Revenue Case Management Portal (RCMS) have been integrated. The public has been given the facility to get the land verified at the time of registry and at the same time a case is registered for Namantaran. As soon as the registration is done on the Sampada portal, the Namantaran gets registered automatically on the Revenue Case Management Portal and the date of hearing is also fixed. In the last three years, more than 6 lakh 20 thousand cases have been resolved in the state. In future, there is a plan to transfer the registry through cyber tehsil.
