Chairman of Madhya Pradesh Real Estate Regulatory Authority (RERA) Antony Desa said that the use of Information Communication Technology (ICT) in the functioning of RERA in Madhya Pradesh has yielded good results. He said that the effective use of this technology has improved the business process in M.P. He said that the use of information communication technology in RERA is still at the “work in progress” level, which needs to be made more flexible. He said that it still has some shortcomings, such as non-integration of payment portals, PDF format certificate, which needs to be fixed. DeSa was giving a presentation on the use of Information Communication Technology (ICT) in the implementation of RERA Act in Madhya Pradesh at the international conference at I.I.M.T University in New Delhi.
DeSa said that the use of Information Communication Technology (ICT) in Madhya Pradesh RERA has not only served the purpose but it has also expanded beyond that. He said that Madhya Pradesh RERA is the first in the country to have developed a software to promote the use of ICT in RERA works. Currently the software of RERA of many states of the country is based on this. MP RERA is constantly making improvements in this software. He also stressed the need to develop a mobile app.
DeSa attributed the success of the use of ICT in Madhya Pradesh RERA to political will power, ICT capacity building, public approval to the experience of the use of ICT in e-procurement and coordination with the business improvement process. DeSa said that the MP web application being used in Madhya Pradesh RERA is primarily built around projects, promoters, agents and allottees. Apart from being user-friendly, it is also bilingual, that is, on this work can be done both in Hindi and English. All applications are currently being received online in the MP RERA. Also, all kinds of transactions can be tracked on it.
Chairman, RERA DeSa said that the immediate results of the use of ICT in Madhya Pradesh RERA are mainly generation of Management Information System (MIS) and easy availability of database. This technology is helping to bring an overall improvement in the MP RERA functions and increase business efficiency in the Real Estate Sector.
In his presentation, DeSa said that the use of ICT in RERA administration includes capacity (speed, quality, value), transparency (timely receipt of information) and reasons, realization of responsibility and reduction of corruption (minimizing personal or face-to-face contact) in total.
Antony DeSa said that Section 4 (3) and Section 34 (b), (c) and (d) of the Real Estate (Regulation and Development) Act 2016 provide for the use of ICT (Information Communication Technology) in the execution of work.
He said that these provisions are meant for the registration and supervision of real estate projects, licensing of real estate agents and use of ICT in the redressal of consumer complaints which is being undertaken in Madhya Pradesh successfully. DeSa also mentioned online registrations of real estate projects, relief to consumers, data of the use of ICT in redressal of complaints in M.P RERA currently in his presentation.
