Reviewing urban development plans and projects, Chief Minister Kamal Nath said that points in the guideline of master plans framed for planned development of any city should be compulsorily followed. Nath set 10 guideline points for preparing master plan.
In the review meeting, Nath said that town and country planning department should get approval of the Cabinet before implementing new and revised development plans in the master plan of urban areas.
He asked to take dense and heavily density areas into consideration for planning for population extension in urban body boundary areas by earmarking them.
He said that all necessary provisions should be made for satellite town in the peripheral area.
Provisions for industrial areas should be made in the peripheral area. Narrow dense roads and pedestrian paths should be marked on map in urban areas along with provisions of community parking.
The Chief Minister said that clear provisions should be mentioned for execution of development schemes.
For this, urban bodies can prepare zonal and local area plans by conducting walk-through survey. Infrastructure projects should be included as per the need. He asked to earmark clearly urban amenities like waste management, drainage water exit, development of bus stand in the plans.
The Chief Minister asked for framing policy necessarily for regulation of marriage halls in the master plans.
The Chief Minister instructed to make provisions to shift jail premises located in the middle of the city to outside city and use land of the garden adjacent to jail for development.
The Chief Minister also asked for protection of government lands and take appropriate action in court cases and remove encroachments from main roads by conducting examination.
He instructed that provision regarding development of bio diversity park with city should be included in master plan so that local species can get sufficient place in it.
Nath said that development of auditorium or convention centre, super market, community parking in the city should be proposed through self financing while making the master plan.
He asked to step up for necessary sanctioning of super mini smart city declared cities and examine the inclusion of the above mentioned guideline principles in the plan. He said that local bodies can appoint consultant at their level for infrastructure work and development plan.
He said that provision should be made in master plans to connect villages, which are part of local bodies but do not have urban facilities, with main city, by developing internal roads.
