Chief Minister Kamal Nath has said that according to the present requirements, changes are must in Government mechanism.

The Government is working to bring changes in the system of the British era. He further mentioned that system to help, cooperate and support common man should be introduced. This is our target.

Kamal Nath said that Commissioners and Collectors are face of the Government at division and district level. Both the officers are nodal points between the Government and public, hence their role is important.

We would be able establish good governance in the State, when immediate justice is served to the weaker and poor section of the society.

The Chief Minister was addressing the Commissioner-Collector conference at Mantralaya on Wednesday. Chief Secretary SR Mohanty was present at the conference.

The Chief Minister stated that today change has come in needs, expectations and aspirations of the people.

The present system is 60-70 years old. We will have to change this system in the present context so that it meets requirements of the people. He further mentioned that the thinking of the new government is clear.

The common man should not face difficulties owing to the rules and laws.

The District Collectors are required to ensure that those who are deprived should get benefits of government’s schemes.

The Chief Minister reiterated that the Commissioners and Colectros are nodal point of the government mechanism. It is their primary responsibilty to ensure better mutual coordination bewteen various departments, he added.

Nath said that he has experienced that maximum number of applications of grievances are received in districts which lack good governance and this reflects from their report card.

He mentioned that the need of today is that we should shape organisations linked with the people in such a manner so that they could redress people’s grievances immediately.

Nath said that it is not proper that if common man is compelled to come to chief minister, ministers and mantralaya for work which could be done at division and district level. Officers are enquired to understand their responsibilities and fix accountability.

Nath said that it is a goal of his government to ensure that citizens should not be derived of the fundamental rights of freedom, equality and justice given to them by the constitution.

He mentioned that equality and freedom is not limitless but justice is indefinite and the person has every right to intervene in the right of freedom and equality.

This is the foundation of our democracy. Officers are needed to assimilate this intention of the government.

Nath said that Public Hearing, CM Helpline, Public Service Guarantee are not meant for mere display, there is a need to make them more effective. We can promptly redress grievances of the people through these means.
