CM orders suspension of OC for not arresting rape accused

Wednesday, 31 January 2018 | PNS | Ranchi

Pained after hearing third consecutive complaint of gangrape where no action was taken against the accused persons even after several months, State Chief Minister Raghubar Das has ordered to suspend office in-charge (OC) of Radhanagar Police Station of Sahibgunj immediately and declared that inefficient officer has no right to remain on the post.

While taking complaints from different parts of the State during “Seedhi Baat” on Tuesday at Suchna Bhawan, Das also asked the officials to do special supervision in the cases related to minor girls and ensure the accused gets arrested immediately.

“This is shocking. Where this society is goingIJ Why the OC is not arresting the accused. Remove him today from the post. Inefficient officers have no right to remain on the post. The girl is merely 9 year oldclose the case as soon as possible after doing special supervision,” the CM said.

He also announced Rs 50,000 as compensation for the girl for her education and directed the DC to make arrangements so that the cheque could be handed over to her by the CM when he will be visiting on Wednesday.

The minor girl was raped by two persons, lakhi Ram Mandal and Rupen Mandal, on July 29, 2017, but no action has been taken so far in this regard.

Girl’s father has demanded the arresting of the two accused.

Earlier, as soon as the CM started taking up the complaints, first matter raised before him was of gang rape where at least six people committed the crime with a woman when she had gone out of her house to attend nature’s call on March 4, 2017.

When the CM asked the reasons for not arresting accused persons, Bokaro SP informed that the investigation was being done in this regard.

“Why supervision has not been done so far by the DSP, what is he doingIJ Why he has been posted thereIJ Issue a show cause notice to him. What kind of administration is this, where they are

taking so much time just to do supervision in the case,” said the CM.

He also directed the SP’s to ensure that the DSPs visit at least two police stations in a day and sought report from them to the headquarter.

Another complainant of rape was from Dhanbad, where a 55 year woman was gang raped on June 2, 2014, in which Dhanbad SP informed the CM that the accused persons have been sentenced 10 year jail and also ensured to pay compensation to her within 24 hours. Another matter, related to irregularity of crores of rupees allotted for the 251 schemes under MGNREGA at littipara in Pakur was raised during ‘Seedhi Baat’ where the complainant himself was allegedly put behind the bars for making complaints in this regard.

Complainant Amit Kumar said cores of rupees were withdrawn without doing any work in which the CM directed to suspend the officials immediately who have been found responsible for the loot.

“Until the lower level officials are not put into jail, loot of Santhal Pargana will continue as the lower level officials have been looting the region in connivance with the mediators,” the CM added.

Everyone involved in it must be suspended and FIR should be lodged against them without taking any leniency view towards anybody, he added. Das also asked the officials to review each and every district one by one so that such incident does not get repeated anywhere else.

As many as 11 matters related to different issues were taken up during ‘Seedhi Baat’ on Wednesday.
