Accusing Delhi Government of obfuscating developmental projects by holding the proposed allocation recommended by Delhi Finance Commission (DFC), all the three Municipal Corporations passed the resolution condemning the Government for being insensitive and apathetic towards poor employees of the corporations.
In a special House meeting called on Monday to discuss impediments in carrying out developmental work, South Delhi Municipal Corporation (SDMC) criticised the city Government for its lukewarm response in releasing funds.
In the meeting it was informed that the present Government which came in two powers in 2015-16 remained aloof from the financial requirement of the civic body. During 2015 to 2016 to 2018-19 the Government released only an amount of Rs 1740.19 cr out of Rs 5263.47 purposed amount, a senior SDMC official said.
The official informed that the city Government released only 33 per cent amount whereas withheld substantial 67 per cent to paralyze SDMC. Apart from this city Government has also not released amount due as per recommendations of the 3rd and 4th Finance Commission, he added.
Leader of House in SDMC Kamaljeet Sehrawat while presenting censure motion against the Delhi Government said that the Delhi Government during last four years released 915.97 Cr out of proposed 2373.75 cr under urban development, 101.63 Cr out of Rs 790 Cr under transport sector, only Rs 231.15 Cr out of Rs 1192.38 Cr under health sector and only Rs 462.36 Cr out of 923.16 Cr under education sector. It has not released even a single penny during last three years under rural development sector despite claiming to be more interested in rural development, she said.
Leader of House In north Corporation Tilak Kataria said that the meeting was called to brainstorm on the way forward and discuss the issue of financial crisis. “The money is being collected from the citizens of Delhi in the form of various taxes and it is their right to receive the civic services and development in the areas, in lieu of the taxes that the citizens have been paying. However, the Delhi Chief Minister Arvind Kejriwal is not letting the civic bodies carry on the development work in Delhi by stopping their funds, he said.
He also appealed the Union Government of India to withdraw the amendments made in the DMC Act 1957 (Section 66) to revive the powers and responsibilities to all the three Municipal Corporations which were as per the original act. By this, all the three Corporations would come under the administrative control of Union and Delhi Government and would have no right to issue illegitimate orders to prevent the rights, duties and sources of income of the Corporations due to political reasons, he said.
The municipal corporations have been accusing the city Government for not releasing funds proposed under various head recommended by 3rd and 4th Delhi Finance Commission.
