Finance Minister Pradip Kumar Amat presented the Annual Budget for 2017-18 of Rs 1.06,911 crore, including an Agriculture Budget of Rs 14,930 crore, in the State Assembly on Monday.

While the Agriculture Budget was presented separately, the Annual Budget was presented in a different form this year with renaming of Non Plan, Plan, Central Plan and Centrally Sponsored Plan as Administrative Expenditure, Programme Expenditure, Disaster Resources Fund and Transfers from the State, respectively.

While Rs 47,465 crore has been allocated under the Administrative Expenditure head, Rs 52,800 allocated under the Programme Expenditure, Rs 1,802 crore under Disaster Response Fund and Rs 4,822 crore allocated under Transfers from the State head.

Regarding financing of the Budget, the Minister said Government estimates to collect Revenue Receipts of Rs 88,932 crore, recover loans and advances of Rs 130 crore and borrowing and other receipts of Rs 17,849 crore. While the estimated borrowing would include a net borrowing of Rs 14,388 crore, Rs 10,273 crore would be brought from open market, the Minister said.

Total revenue receipts include State’s share in Central taxes for Rs 31,422 crore, State’s own tax for Rs 26,800, Own Nontax Revenue of Rs 9,500 crore and grants from Centre for Rs 21, 210 crore.

While the Tax, GSDP Ratio is expected to be 6.5 per cent, the Capital Outlay (Rs 20,774) is 5.04 per cent of the GSDP, said Finance Principal Secretary Tuhinkant Pandey.

The Administrative Expenditure estimates include provision of Rs 22,000 crore for salaries, Rs 11,313 crore for pension, Rs 5,000 crore for interest payment and Rs 5,177 crore for maintenance of capital assets.

Similarly, the Programme Expenditure Estimates include Rs 52,800 crore for Government sector and Rs 5,000 crore for the Public Sector Undertakings.

The Government would launch a programme called ABADHA (Augmentation of Basic Amenities and Development of Heritage and Achitecture) for holistic development of pilgrimage town Puri and transform it into a word class heritage city. For this, Rs 100 has been allocated in the Budget. Similarly, the 200 crore has been allocated for establishment of 60 new Modern Schools during the year. The other major allocations include Rs 489 crore for water supply project in Brahmapur,  Rs 3,100 crore to provide houses under Gramina and Biju Pucca Ghar Yojana, Rs 378 crore for Mamata Yojana, Rs 34 crore for a new programme called Malati Devi Prak Vidyalay Yojana, Rs 90 crore the new Mukyamantri Mahila Sashaktikaran Yojana, Rs 34 crore for OTElP Yojana, Rs 300 crore for a corpus fund to be created for disbursement of wages and employments.

Similarly, the major components of the Agriculture Budget are Rs 102 crore for horticulture firming, Rs 2377 crore for AIBP, Rs 120 crore for lift irrigation programmes, Rs 160 crore for Jala Nidhi Yojana, Rs 270 crore for command area developerment programme, Rs 887 crore for safety of Hirakud Dam Reservoir, Rs 435 crore for providing loans at 2 per cent interest to farmers.
