About 80 income certificates are on the radar of the Palamu administration.  Sources said there are complaints that under-valued income certificates have been issued to people who are affluent and opulent in real life and own good house, good immovable property and own one or two luxury cars but income certificates show them to be struggling with just 60,000 rupees per annum to 70,000 rupees!

DC Palamu Ameet Kumar said, “An inquiry has been set up by me wherein ADM naxal Uma Shanker is conducting the probe.”

Replaying to a query Ameet Kumar said, “Complaints were made that rich people are flaunting poor income certificates all to get benefit for their children to get admission in prestigious institutions and also to draw other freebies given by the government.”

Kumar said our ADM naxal, the inquiring officer has found 20 income certificates to be fake ones i.e. the income shown in the certificate is far less than what the man in whose name the certificate has been prepared owns. Affluence and opulence has been fudged he reiterated. He said this is a criminal offence.

Fake income certificates are as worse as fudging with date of births said sources here.  Sources further said fake income certificates are not the handiwork of just one government official. Sources said in this nefarious work involvement of the man who is the recipient of the income certificate is also there beyond any doubt as it is the man who must have tempted and induced the government official toed his line to make his high income low to the lowest extent.

DC cited a case wherein a government official has obtained a less value income certificate despite the fact that the said official has his salary account. Such acts of thuggery cannot be allowed to go scot free he thundered.

Ameet Kumar also mentioned another case wherein the man has 4 to 5 lakh rupees income per annum but has managed to get an income certificate of 70,000 rupees per annum! How did he obtain thisIJ Surely someone in the revenue department here has given help and that too for a premium said sources.

Process of income certificate starts with revenue worker. It then passes through circle inspector, circle officer and then to SDO.  Sources said the fudging is done at the first two stage revenue worker and circle inspector.

Sadar SDO Nancy Sahay said, “Files in this regard come to SDO office from below.  It is believed that down the line officials have done their jobs honestly. But this kind of detection of fake income certificates as many as 20 so far out of 80 as you told me is definitely very serious in nature.”
