Regarding the death of a student in All India Institute of Medical Research (AIIMS) Rishikesh in 2014, the High Court of Uttarakhand has directed that the Central Bureau of Investigation to investigate the case. It will be recalled that on June 24, 2014, first year student of nursing, Yukti was found hanging from a noose tied to a ceiling fan on campus. Her father had lodged a report in the Rishikesh police station.
However, the police purportedly delayed action and failed to register a first information report at that time. After a period of nine months, the late nursing student’s father submitted an application in the court under Code of Criminal Procedure (CrPC) section 156 (3) following which the court ordered the police to register an FIR. Subsequently, the investigating officer undertook a probe after which the investigation was handed over to the Crime Branch- Crime Investigation Department (CBCID).
later, the CBCID closed the case. Yukti’s father then appealed the court for directing a probe by the CBI into his daughter’s death. At the time, the CBI had reportedly cited its heavy workload as a reason for not being in a position to investigate this case. The father approached the high court against this. The case was heard by the single bench of justice lokpal Singh which directed the CBI to investigate the case.
