Following directions of Acting Chief Justice DN Patel, Ranchi District legal Services Authority (DlSA), coming into action swiftly on Wednesday provided immediate financial assistance under Victim Compensation Scheme to the three children of Anjani Tirkey alias Jhunni Tirkey (39), who was allegedly killed by a criminal Chandan Kacchap on Monday after she resisted an attempt of loot made by him.
Kacchap killed Tirkey, a daily wage labourer, by thrashing her head by a stone after looting Rs 700 and her ornaments from her when she was alone at her home yesterday. Her children had gone to school at that time. Incidentally, the three children had already lost their father, lala Tirkey, 10 years back out of tetanus. The assailant has been nabbed by the police.
A team of DlSA led by Secretary Rajesh Kumar Singh also visited Karamtoli Basti and organized an awareness-cum-compensation meeting there to provide ad-interim compensation to the nearest kin of the Tirkey. She is survived by her three children Nikki Tirkey (13 years), Nikanshi Tirkey (11 years) and Nishant Tirkey (9 years).
“A cheque of Rs 30,000 was handed over to the maternal aunt and uncle of the three children as immediate financial assistance to be utilized for the welfare of the victim’s children. The amount will go in the account of their maternal parents, Suman Oraon and Shanicharwa oraon, who have promised to take care of these children in future,” said the DlSA Secretary. The cheque was given to the maternal parents with the signature of five witnesses so that the money does not get misused by them, he added.
Antarrashtriya Manvadhikar Sangathan, working in the field of child welfare, also handed over a cheque of Rs 5000 separately to the maternal parents.
“Regular monitoring of their well being will be done by a team of an advocate and para legal volunteer, who will visit their place and from time to time to assist them in future,” said the DlSA Secretary. The team will also facilitate them in opening the bank accounts of the three children so that they do not have to face problems in getting the money transferred to their accounts received under Victim Compensation Act, he added.
“There is a provision of paying a sum of Rs 2 lakh to the nearest kin under Victim Compensation Act. But, since the lady had three children, we will try our best that they get could be given the maximum amount under the Act,” said Singh. Judicial Magistrate Kumar Vipul has already referred the matter to Public Prosecutor for paying ad-interim compensation to the orphaned children, he added.
Meanwhile, the District Administration has taken the responsibility to provide free education to the children.
