Chief Minister Trivendra Singh Rawat, who had assumed charge on March 18, has reshuffled the departments of the officers of Chief Minister Secretariat, including ACS to CM, S2CM and AS2CMs, on Tuesday late evening. ACS to CM Omprakash has been given a string of important charges like the matters related to the Union Government and State Cabinet while Secretary to CM Amit Singh Negi and Secretary in-charge to CM Radhika Jha would coordinate with the Union Government.
Omprakash has been given charge of Council of Ministers, Assembly related work, works related to President, Vice- President, Prime Minister, lok Sabha, Rajya Sabha, Union Ministers and the Chief Ministers of the States, international dialogue and cooperation and foreign embassy, National and International development councils and Niti Ayog, matters related to judiciary, Chief Minister's office, important and strategic issues, coordination between all the allocated departments, implementation of BJP's vision document, Home, Finance, Vigilance/Personnel, Election, Revenue, Civil Aviation, Excise, Mining, Secretariat Administration, Power, law Parliamentary Works and legislative Department.
Secretary to CM (S2CM)Amit Singh Negi has been given charge of coordination and meeting with the Union Government, Chief Minister's announcements, issues related to Raj Bhawan and a few departments like Drinking Water, Irrigation, Flood Control, Minor Irrigation, Food and Civil Supply, Planning, Foreign- Aided Project, Indo- Nepal relation, River projects, Forest and Wild life, Environment, Watershed Management, Reorganisation, Housing, Estate, PWD, Urban Development and Information Department.
Secretary in-charge to CM Radhika Jha has been given assignment of coordination with the Union Government and priority programme implementation and monitoring, finalisation of departmental meeting of CM and district meeting agenda and CM's monitoring dashboard and a few departments like Horticulture, Sugarcane Development and Sugar Industry, School Education, Higher Education, Rural Development, Panchayati Raj, Infrastructure Development, Transport, Industry, Industrial Development, Medium and Small Industry, Information Technology, Tourism, Culture, Finance, Commercial Tax, Stamp and Registration, Entertainment Tax, Technical Education and Training, Suraj, Corruption Eradication, Public Service and Administrative Reforms.
Additional secretary to CM Pradeep Singh Rawat has been given charge of Chief Minister's discretionary fund, Chief Minister's relief fund, implementation and monitoring of BJP's vision document. chief minister's Assembly constituency, work review and monitoring, Chief Minister and ACS2CM, S2CM assigned work and disposal of important/very important and secret post.
He has also given charge of departments like Ayush and Ayush Education, Science and Technology, Adult Education, Sanskrit Education, Religious work, Fishery, Silk Development, Dairy Development, Khadi Gramodyog, Sainik Kalyan, Para-Military Force Welfare, Civil Defence, labour and Employment, land Consolidation in the hills, Census, Election, Solid Waste Management, Agriculture, Animal Husbandry, Agriculture Marketing, Agriculture Education, Agriculture Processing, Fruit Industry and Cooperative.
AS2CM Dr Meharban Singh Bisht has been given charge of Government departments' work plans and Chief Minister's decision implementation and monitoring, preparation of background note and initiation of the CM's meetings, monitoring of disposals of letters of the ministers, members of Parliament, MlAs and other public representatives and assigned work of CM, ACS2CM and S2CM. Besides, he has been given charge of General Administration, Protocol, Grievance, Child Development, Social Welfare, Women Welfare, Minority Welfare, Specially-abled Welfare, Sports and Youth Welfare, Disaster Management and Rehabilitation.
AS2CM lalit Mohan Rayal has been given charge of implementation of CM's instructions to different departments and monitoring, preparation of CM's meetings and background notes, administrative control of CM's secretariat and matters related to service of class III & IV employees of CMO.
He has also been given charge of departments such as rural work department (RWD), area development, rural road and drainage, jail, medical, health and family welfare and medical education.
AS2CM Pradeep Rawat would present files before ACS2CM Omprakash while AS2CM MS Bisht would produce files before S2CM Amit S Negi and AS2CM lalit Mohan Rayal would present files before SI2CM Radhika Jha. ACS2CM, S2CM and SI2CM would directly present files before the CM. The officers who have been assigned departments will present their department - concerned issues during the review meetings to be chaired by the CM and will participate in the meetings as well. For the departments which are under the CM, the files will directly be presented before the CM by these three officers alone.
Additional chief secretary to CM Omprakash's link officer would be secretary to CM Amit Negi while Amit Negi's link officer would be secretary in-charge to CM Radhika Jha. Radhika Jha's link officer would be secretary Amit Negi while PS Rawat's link officer would be lM Rayal. lM Rayal's link officer would be MS Bisht and MS Bisht's link officer would be PS Rawat. The work not mentioned in the order will be decided by ACS2CM time to time.
